Permanently delete a referral. This is IRREVERSIBLE - the referral will be hidden from all views including archived. The referral must be archived first. For normal cleanup, use [`referrals_archive`](/tools/referrals/referrals_archive) instead, which is reversible.

## Parameters

## Safety
